I got that conclusion. Just confusing to infer that from the graph. Worked it out after referring to the actual paper doi: 10.1002/jgrd.50668
The top graph is actually a delta measured on the right y-axis. The *change* in the historic delta (a deceleration) from -6.5 reflects the differential uptake saturating, presumably after controlling for deforestation.
