Hard part is implementation within the kind of organizational setting which would enable that material to reach an audience. Designers also might be cynical in some cases about unpaid time spent developing a contest entry.

Meh, no. They all use the same source weather data anyway so could set up a disruptor weather channel etc. "Unpaid time spent developing a contest entry" is not unique to designers in such schemes, though the excessive whining about it is.
