The British were not fascists. They simply co-opted and partly replaced the local ruling classes, and installed English (not European ideology)

Soviet Union? Maoist China? (Lots of small ethic groups and regions.) → Also interesting how both of them used enforced national language & destruction of regional culture to consolidate state power.

It doesn't have to properly cohere. Just set up all the state bureaucracy in your favorite language and punish people who don't adhere to it. Make it their problem to learn your language or else. It's not like the Soviets had to learn a whole bunch of Central Asian languages.

hypothesis: the necessary catalyst for a full-blown fascism outbreak is a sufficiently aggrieved majority culture + an elite class that has lost it's legitimacy and is weak against the advances of that aggrieved majority culture. U.S. not looking great these days. India? dunno.
