After Picard became Locutius of Borg, and his consciousness was pooled into the collective, the Borg recognized they needed a charismatic leader, and someone who could work as a foil to Picard, who was the only Starfleet commander who had defeated them.

I cannot tell if that is your own theory, or from somewhere. In movie though she asks Picard if he remembers her. So, inside this theory, there was some kind of avatar of charisma (or, something. . . ) in the borg mental space that then said "let's make one of those"
