Why did the Star Trek Borg need a queen? It’s not like they needed one the way eusocial insects do, for reproduction, since they grew by assimilation.

Well, in theory, the Queen WAS the collective. Not a hierarchy with an individual giving orders, so much as a physical avatar for the collective mind.
Disclaimer: cant remember much of Voyager

Perhaps she produces more Borg off-screen? It's not like a species is limited to only one mode of reproduction.

After Picard became Locutius of Borg, and his consciousness was pooled into the collective, the Borg recognized they needed a charismatic leader, and someone who could work as a foil to Picard, who was the only Starfleet commander who had defeated them.

The Borg had to be created by someone. It’s not a stretch to think that being would put something in charge to carry out the mission.
