I think this shows that people don't understand your distinction between rules and values (can't say I really do either)

A value cannot always be practiced by following a rule. A rule does not always embody a value.

He said "I look for butterflies
That sleep among the wheat:
I make them into mutton-pies,
And sell them in the street.
I sell them unto men," he said,
"Who sail on stormy seas;
And that's the way I get my bread –
A trifle, if you please."

Seems to me like it always comes down to wits and luck. By those two forces you choose which rules you follow, which values you adhere to (and when to let them slide), and when to act with guts.

many folk don't have the smarts to live by wits. or useful gut feels. and rules betray you with complexity and abuse by smarter folks. but values? values (and how you sort your list) give you the hope of at least doing a moral thing, if not the optimal thing.
