Some good work on the subject came out of the Advisory Commission on Intergovernmental Relations (ACIR), founded by Eisenhower & disbanded in ‘93. Also, look at articles in the Fiscal Federalism subdiscipline is public finance in economics. Start with Musgrave. Good luck!
