Civilization is mostly energy, not information. I suspect all the architectural and engineering design docs for even the biggest cities would fit into like a few petabytes or so. But the energy required to turn pristine land into say New York City is probably humongous.

Yeah and compression works better the more information it has so there'd be tons of repetition across buildings

Symmetry and repetitions, apparently we humans aesthetically likes compressible information sooo much that sometimes it’s just a front for being lazy.
