Civilization is mostly energy, not information. I suspect all the architectural and engineering design docs for even the biggest cities would fit into like a few petabytes or so. But the energy required to turn pristine land into say New York City is probably humongous.

A whisper of information can condense into a city over a thousand years, a roar of well driven engineering plan can erupt into a city in a few years
