Plant-based yes. Biodegradable is much more challenging than people realize. I would guess in 80% of current applications, the tradeoffs on strength/durability are not viable.

2022? It's a reality in Maharashtra since last month (albeit with some exceptions like milk pouches). People have gone back to using cloth bags for shopping, even carrying their own metal containers for meat. Haven't heard much cribbing.

I thought there was also a Modi-level 2022 vision thing for swachh bharat stuff besides the Maharashtra level thing

Already implemented in mumbai(where I stay). Although everyone is still getting adjusted to using alternatives(carrying eggs home in a newspaper
)

I didn’t know about this tbh. Bombay of course is adapting to a July ban on most plastic bags and packaging. Anecdotally, most (white collar) Bombaywallas seem supportive; the consensus is that plastic clogs drainage that in turn exacerbates monsoon waterlogging.
