Great philosophers and humanists are basically never consulted in science and engineering developments. Occasionally a pioneer might be influenced by a dead one like Einstein by Spinoza, but rarely in a consequential way. What Kissinger thinks is basically irrelevant tbh.

I’m pretty much a tech determinist. Almost all tech progress arrives as a fair accompli and at best humanists get to help shape regulation after the fact.

Not really. That view (common) reflects wishful thinking about how science/tech evolution works. Basically my view is if you try to govern it that way it dies (Feyerabebd/Lakatos methodological anarchy view)
