      Also sometimes weigh the otherwise evinced sanities & foresights of the original fence-builders&maintainers vs the fence-rippers'. (Along with the uncontroversial direct analysis: to whatever extent we actually understand the mechanics of the fence; how its world has changed.)

      “Mediocre heuristic” is an oxymoron. The idea of a heuristic is to codify a mediocre quick ‘n dirty 80-20 type rule of thumb

      if people use it as if it’s an 80-20 rule of thumb, and it’s actually a 50-50 rule of thumb, it’s not doing very well as a heuristic

      It’s nit 50-50. Both are 80-20 because they are different sets of situations. Your 2 statements are just opposed not alternatives
