The “rules-based international order” is a zombie egregore. It is fragile because if some random piece falls off, there is no natural restorative force that kicks in.

Who can establish such an order? Who sets the rules? Who can change them? It is unachievable (or fragile) because there is no way to acquire the decision rights.
