Stay with the problem itself. Once you start seeing it through the lens of a pet solution, you’re part of the problem.

Political arbitrage and pandering have led to systems of bureaucratic waste and apathy. In our current context this is the primary bottleneck. Pet solutions won’t solve this problem.

These problems are incredibly difficult, there is no simple solution.
If you think more deeply about, UBI practicalities on even one dimension - say cost (because I am an accountant and that's ho we roll) - then you rapidly run into many other problems.
