Yes - deliberately harming others should never be a component of enforcement and there need to be consequences for that. If that behavior is unacceptable for local law enforcement (and it is), it should be unacceptable for federal law enforcement
This is awful and unacceptable and there should be an investigation and consequences. But I have also known members of the agency who have been compassionate and kind. We must hold bad actors accountable and be careful not to lump everyone together.
