A3: In terms of pure actionability, probably the URL Inspection reports + Page Speed Insights reports; those give clear, directive advice on what Google believes is happening, along with (generally) how to address it.

I usually use my own observation for Pagespeed, so I will pass the Page Experience Report, also you can get lots of data from other tools for Technical SEO too. But Crawl Stats Data and Performance/Discover Data are more unique for GSC.

I know many techs prefer other page speed tools, but Google's one is very unique. You can score high elsewhere and get a ~10 on Google's Speed Insights
