Surveillance is excluding, divisive and stigmatising. Those excluded will not only be those who pose a threat, but those who perceive a threat from FRT - perhaps due to historic convictions or arbitrary classification of 'risk' or (for protest) domestic extremism.

FRT adds another dimension to data-driven surveillance of 'dangerous' communities - whether protesters, football fans, inner-city youth or migrants - and can only discourage collective assemblies which seek to break down the divisions between the 'risky' and the rest.

The threat from FRT has to be seen in the context of other surveillance practices - like lists if 'domestic extremist' protesters. Viewing it as a stand-alone practice risks failing to get to grips with the real harm that could result.

Absolutely my concern. We are already discouraged from group protests due to treatment by police/authorities. This will serve even further to discourage those and imply that protesting is something negative/radical/undesired and only undertaken by the extremes of our society
