Where do I begin? Lowering thresholds to conservatorship, target specific enforcement of organized drug dealers, treatment on demand, stop giving out foil and straws as a harm reduction measure, more housing, more MH beds, basically, the kitchen sink.

Conservatorship requires 8 arrests to initiate.

how about we start out by stopping saying "it's nobody's fault" and start blaming everyone in the pipeline from supervisor to street worker, then holding them accountable? has anyone thought of that?
