You might try tracfone, it's a pay-as-you-go service with nation-wide coverage. I've used them for years, never had any issues.

The bad guys are all connected "somehow".
The good guys can never seem to figure out how(?) If they do they can never "prove" it.
If they DO prove it they're called liars and conspiracy theorists. Like spinning off a circle intersection and ending up in a blind alley or dead end.
