Household emergency preparedness is only one component; if you're surrounded by thousands or millions of unprepared people who are hungry, confused and scared, your own supplies and info mean little. 'Community resilience' is about common knowledge.

(Also, paid and volunteer firefighters have been fighting nonstop for two months. Several have died already. I'm talking about media and social tech solutions, but I'm also very grateful for the people in the embers, breathing smoke and defending lives with their bare hands.)

http://Disaster.radio is the best I know of. Still a bit futuristic as it's doing an offline-first kinda internet. Not sure if it is ready for mass market but it is impressive.

I work for local council and disaster comms is part of the job I do. From the inside we have a local disaster management unit and local SES area commander on the books. Over the course of a year we go out into the communities both mainland and our islands to do fire preparedness

Workshops. This includes showing maps of the areas, with evac routes. We actively encourage locals to become community champions to help engage further. If everything goes down these are a few ways in which they receive comms/ communicate

We create many different kinds, diversifying and decentralizing. So yes to mesh networks, as well as bulletin boards, CB radios, neighbor to neighbor check-ins, and, of course, decentralized, renewable power, especially human-powered options.

CB, HAM, shared iconography for finding them, local registry of HAM operators, "mesh" only in the sense that a directory is needed to hop longer distances. Those used to be common, but considered toys now with 4G smartphones. But you can't hand-crank a cell tower.
