    I think I believe simultaneously that affecting social narratives and relationships is very important, and that they are so fluid as to be un-pin-downable and thus you can never change anything in this area successfully...(and having this belief combo is tiring and unhelpful).?

    I worry, because Australia has a collective memory of many stories of community resilience. Bushfires, floods, from the Lindt cafe attack. But America has Katrina, preppers, and a broken relationship between police and vulnerable communities.
