it's actually a good realization. The price tag if you consider the amount of work (which is impossible to guess at it is a platform) with the content is not necessarily shocking, especially knowing all the constraints institutions have. What is shocking to me though...

is not the strategy or the content but rather that public money is used for (AFAICT) not for public code. It means that this is a one shot implementation without any possibility of learning and re-usability by citizens directly or other institutions.
