Correct. As Congress has oversight, they can de-fund the FBI completely.

There are 3 branches, and while technically they could attempt to “defund” the FBI, the Judi isl and executive branches would have legal recourse (I’d guess). Not to mention, multiple committees are responsible for this oversight.
