You have conflated Politifact's confirmation of ODNI's position on Russia hacking w/claim that "all 17 agencies did say Russia was behind.."

In fact, from the article you linked: "The 17 separate agencies did not independently declare Russia the perpetrator behind the hacks."

Understand that the error lies not in reporting ODNI's statement or its overseer role, but in magnifying its claim beyond its original scope

Beyond that, there's also the issue of lumping ODNI in as the 17th "intelligence agency", when it oversees operations, not conduct them.
