Permanent identities do discourage people from engaging in acts of public bullying, harassment and spam. But it also (we think) can be a great primitive for stronger small communities.

Permanent identities discourage people from speaking up, when they know their views differ from the majority. Freedom to choose anonymity makes free speech possible. Incredibly few people don't care and are not afraid of judgement and retribution of others.

Ppl are not made that way. Ppl tend to find those who are alike, and run away from those that differ. And you are giving hem a way to isolate themselves, as I understand (and I might be far off). Ppl tend to suppress differing opinions. And isolated communities make that easy.
