The Port tells us that they expect opening the facility in the first quarter of 2022, which would be just before several international carriers provide new and restored service to Seattle. Currently, the opening is trending toward mid-February.
Why mid-February? The Port says they're "still waiting for the contractor to turn over the building to us in what’s referred to at Temporary Certificate of Occupancy (TCO). When that happens we’ll take 60 days for our activation and readiness program to get it ready to open."

The timing could slip a bit though. The Port says, "We’re hoping to get TCO in the next few weeks. If we do, the 60-day countdown would start."

International routes launching in March include London Heathrow (Virgin Atlantic), Istanbul (Turkish Airlines), and Bangalore (American Airlines). Spring/summer launches include Dublin (Aer Lingus), Montréal (Air Canada), Helsinki (Finnair), and Beijing Daxing (Delta Air Lines).
