It's hard to overstate just how vulnerable someone like Julia is in Juarez. Young, essentially alone, and without much support, she is a prime target for kidnappers and human traffickers.

She fled Nicaragua after government officials visited her home and threatened to kill her family. Since June she's been stuck in Juarez waiting for court hearings in El Paso.

Assuming she's telling the truth, it gets hard to protect the truly worthy when so many are trying to game the system. Plus, she was safe from Nicaragua terrors when she got to Guatemala. Why not apply there? US cannot accept every hard case from the world.
