How is the import renaming a TS feature and not a vscode feature? Does the tsc scan the files? Does it thus work in atom as well?
TypeScript 2.9 is out today! Yes, TypeScript provides a language service that is cross platform and which editors may leverage. A plugin (e.g. the core support in VS/VS Code, our Sublime Plugin, or ide-typescript for Atom) just needs to understand how to ask the server and use the response appropriately.

npm install -g typescript still yields 2.8.4

Right now that's either a caching or synchronization thing on npm's side, so just give it a bit.
