Hmm, have you chosen the correct country when you created your AdSense account? Postal codes are localized to the country chosen. If it's still happening, send us more details of the issue.

Thanks for the details, that error message usually happens when you have the wrong country selected while setting up your account. Try doing it from an incognito browser – if you still get the same error, send us a screenshot of the error message. Keep us posted!
