The CASE Act doesn't create law--it gives small businesses like photographers and illustrators a way to pursue infringements for SOMETHING THAT IS ALREADY ILLEGAL. If you block it, the only alternative will remain a federal lawsuit- with damages up to $150,000 per infringement.
