Important point from the link is the user presentation – breaches happen, educating the user is important, but it shouldn't aim to scare them away (a site not on HIBP isn't necessarily safe so this shouldn't turn into a grading system)

From a quick look of the code on my phone, I don't think they are, they are just using your breached sites API and then showing the popup based on that, I'll look into it more when i get home
