Postal votes are opened and checked for ID purposes by returning officer staff. But ballot papers must remain face down until counted after polling closes at 10pm. Unless someone has breached law, Raab cannot know how many votes he has. If he does know, EC should investigate.

I know it is very strict but the Tories have been breaking rules sine 2010. They were being fined but there were too many for the authorities to catch up with. There is evidence Raab said this, the authorities have to investigate now after the scandal of Tower Hamlets.
