probably not, but guess what? with a licence you can identify the guilty party in seconds, instead, you have no control over who owns what gun, its moronic. With a licence, mornic actors wouldnt kill people with real guns, cause they would be able to identify a real gun.

Just like criminals don't bother with driver license, they just risk being capture on stupid technicalities. . On regards with this particular case case... with a lost bullet, with a simple registry of ballistic you would know who owns the gun, who to make responsible.
