Why ULA use Russian engine in USA many companies could built rocket engine obviusly Russian engines cheaper to by or another explanation ?

After the Cold War, congress pushed companies like ULA to buy these Russian engines to keep the Russian engineers employed. Fearing they would leave with their talents for hostile countries like Iran,North Korea etc.

Is that close to enough for the rest of the Atlas V program? I assume once Vulcan is well established you will be mostly launching those.
