Does it mean that they are formally obliged to keep the RStudio open source project or make it possible to use as such? I don't understand the legal issues around software well enough so I wonder what is the practical side of this decision.

Not a lawyer... It ensures people (internally and at large) that open-source is a legal commitment of the company. The stated public benefits cannot be stripped away. *We* were never worried about this but it's formal.
