That is a silly propaganda article from WWI, ask TE Lawrence about the “gentlemanly” Ottoman army. This is war, anyway. It is legitimate to terrorise opposing military forces. Terror is part of war. This is legitimate violence between state actors.
Yes, but in war we should avoid targeting civilians. Deliberate targeting of civilians is terrorism for me.

Interesting differentiation (not being sarcy) A lot of the terrorism is state sponsored, we can't lose sight of that.
I think there's some truth in that statement, it's how you view it. But let's be clear, targeting innocents is vile & disgusting and should never be tolerated.
It’s not a question of innocence; it’s a question of law. The law isn’t interested in the moral status of the victim. Terrorism is the use of violence to achieve a political aims by non-state actors, esp. as directed at non-combatants.
