Well, people will learn to be much, much more careful about what they click on. Consumed volume will be a clue. You can frame anyone for anything. That objection could be used for all laws and punishments. Death penalty for people who frame people would help reduce this.

You cannot "frame anyone for anything" - at least irl it takes a lot of effort.... online not so much. I can easily create virus that will access illegal content from your conputer withou you knowing. Or invent clickbaits that will redirect people there... and they go to jail)

You are missing the point. Its not about being carefull what you click on. You cant really know what you are clicking on before youve done it. And thats only one issue. How can you efectively distinguish real human action from malware for example?
