I would agree but that can be easily weaponized and used against innocent people. Proof of consumption of this content can be easily manufactured + how can you distinguish someone who merely clicked on the wrong link? Will you punish people who fell for clickbait? Dangerous.

Well, people will learn to be much, much more careful about what they click on. Consumed volume will be a clue. You can frame anyone for anything. That objection could be used for all laws and punishments. Death penalty for people who frame people would help reduce this.

You are missing the point. Its not about being carefull what you click on. You cant really know what you are clicking on before youve done it. And thats only one issue. How can you efectively distinguish real human action from malware for example?
