I watched a documentary with Simon Mann, a mercenary soldier who had served in Northern Ireland in the British Army. He explained that the Army had ot quickly retrain riot tactics because what they were trained to do in the Empire wasn’t permissible in Britain.

In other words, the failure to be sufficiently ruthless and practical allowed “the Troubles” to gain ground, since riots were never effectively suppressed. Riots lead to ill will, form antagonisms between groups, & embolden troublemakers.
