The quote doesn’t deny that the Swiss are innovative, since it acknowledges they produced the cuckoo clock (no mean achievement). It says they didn’t produce the Renaissance or the rich art of Italy. Calvin was a genius, but he was not an exciting in genius.
Boring Switzerland: Although, now that I have been prodded, I must admit that the Swiss have been rambunctious & exciting (abroad, anyway), there is, I think, still some truth in the Harry Lime quote about their dullness.

We’re talking about a lack of flamboyance, verve, & spezzatura in the Swiss—not a lack of genius or creativity as such. So I still think the Harry Lime quote is true in this particular sense,
