ACT UP! was a new social movement dedicated to campaigning for faster action on AIDS drugs. Interestingly, their tactics and strategies were adopted by Pussy Riot two decades later, particularly invading churches.

The 1999 uprising against Milosevic and Radio B-92 also showed some similarity here. If you’re really paranoid, you could spectulate that ACT UP! emerged from wthe US state as a testing ground for using activists to achieve political goals.

That really is into full on paranoid territory. Knowing activist groups, I suspect that their strategies and tactics were studied and copied for international goals rather than originated in the gov.
