I think "Imperial Project" would be much closer to the truth. Taking disparate ethnic and cultural groups and having one culture dominating all of them, though instead of the Romans, this time they're the Rootless Cosmopolitans, the Anywheres.

That is 100% what the EU is about and where it sees itself in the future. Guy Verhofstadt constantly calls for a 'Federal Europe', by I think he means that the members states would be similar in nature to the states that make up the US.

Is the UK some kind of pan national identity? Is England made of some kind of pan island kingdoms? Do we stop at counties, or do we go back to city states? Will we need a passport when we move around this island? I look forward to the end result of Brexit regaining sovereignty.
