You miss the point. Scottish attitudes are quite similar to English attitudes on migration policy (though considerably more sceptical of Ukip discourse). If the policy is to target a rising population over time, will need to take people with them.

Even putting aside whether Scotland requires population growth, why the need for an expensive and socially divisive mass immigration policy instead of incentivising an increase in the birth rate

There are lots of aspects to Scottish population debates: the economic and social drivers of intra-UK migration (eg retention of Scottish graduates re England; of non-Scots, British or non-UK, who study in Scotland); birth-rates; migration policies.
