I think when testing with experimental APIs, developers should devote their time to assessing the API: Are there any issues with it? Is anything missing? PE distracts from that. There were situations where flawed APIs ended up shipping. This is problem for the web platform.

Progressive enhancement (PE) makes sure people have a useful and usable experience during and after the origin trial (OT) phase. Even during the OT, there’s an API usage cap, so PE ideally should be part of your app.
