Then, why is he there? I suppose that his role is much like that of the modern-day cop. Wear a badge, uniform and look authoritative, but don’t exercise that authority because you might end up abusing it.

That's basically it. It's window dressing for the insurance companies. The security also scares away any hobbyists who are naive enough to think that shoplifting is illegal.
