"portability/drop-in argument" comes from people who use VS only and manually editing projects...
I use VS only. I generally manuallly edit the project. Lol. Then again, I only depend on D3D11, Imgui, and OpenAL. A lib has to solve a problem I really don’t want to solve myself before I will consider using it.

I think people conflated “header only” and “I can actually build in my project this with minimum pain” which gave header only an extra boost. _Precompiled_ libs are problematic in Windows ecosystem so building yourself is preferable,

but most of the big libs were not designed to be trivial to build yourself, making people reliant on binaries, and not exercising the “must build flawlessly everywhere” path.
