Although arguably, this creates the competitive drive for other networks to lay more fiber lines, esp in rural America? But that gets solved over time and guarantees nothing. Regulations solves the problem today with guarantees.
Admittedly, I'm not well-versed in the specifics of Title II's regulations. My opinion and estimation of the situation certainly has blind spots.
