The issue is compounded by the fact that you don't get to choose your ISP most of the time. So if Comcast throttles a service you like, but AT&T doesn't, and AT&T doesn't service your area, you're stuck.
Although arguably, this creates the competitive drive for other networks to lay more fiber lines, esp in rural America? But that gets solved over time and guarantees nothing. Regulations solves the problem today with guarantees.
