You have to apply, show a portfolio, pitch your idea before it is approved, and basically act like a professional developer.
Content must go through QA iterations. Bethesda is actually taking on a lot by doing this program. Producers, devs, QA teams.

I think that most of all, Club members will quickly realize what QA scheduling hell is. Failed that QA pass? Back of the QA queue.

And this is good! Forces devs to be thorough, check their work well. Getting a QA fail can mean you don't make your launch date.
