This makes me sad, https://www.nytimes.com/2017/05/29/us/computer-science-cheating.html … because coding isn't just figuring things out; you have to practice, like playing an instrument.

Cheating doesn't just mean you don't learn the material. It means you also miss the practice and drill necessary to use the knowledge well.
TBH if you're going to cheat, save yourself the trouble (and $$$) and drop out. Cheating doesn't cut it in the real world. Won't land jobs.

I taught for a few quarters and I gave students different assignments for this reason. My class was half a dozen though -- not hundreds.

Yeah. This approach is great, but just doesn't scale.
