Not if it's built into the game. Want a private server? Rent one for $/mo. Scale price with community size. Add mod support.
Let servers customize death penalty, permadeath, xp gain, + some tools to run events (spawn NPC here, give player item, etc).

Basically the same tools GMs from EQ & older games would have access to.

sounds promising but most publisher's would frown on the idea. Lack of control and well reluctance to change.
